Ranier City Council last week approved a conditional use permit for its pier project. The action moves the project toward seeking the necessary permits from state and federal agencies. The council approved on a 4-1 vote April 16 to accept the recommendation of the city’s Land Use Planning Commission to approve the permit.Councilor Jen Laymayer voted no, saying she would support the motion if the council agreed to further discuss the possibility of conducting an Environment Assessment Worksheet on the project at its next meeting.Councilor Todd Coulombe made the motion to approve the permit, saying it would push the Minnesota Department of Natural Resources to determine whether a EAW is needed to secure a state permit needed for the project.Coulombe said research he’d done found the DNR cannot mandate the city conduct an EAW, estimated to cost from $40,000-$60,000.
